ELV MAX! Hvac control

Hello, I have a question about the Elv Max.
Maybe my post is in the wrong section, how does the kettle now how to start?
I see no connection to the central heating besides the thermostats.

The kettle knows cause your thermostat 'tells' it to.
If you mean the ELV MAX thermostats with 'the thermostats': those aren't connected to your central heating system.

How does the kettle when to start?
For example my room thermostat in the livingroom is on the right temperature but the first floor is to cold.
The kettle does not start and the first floor stays cold.
Is there anything to solve this problem?

Apart from the earlier mentioned link my short answer would be 3 options: 1 get your boiler to work with outside temperature (or "weersafhankelijke hoofdregeling"), or get an Opentherm gateway, so you can forse the kettle to burn and other way to go about is to use thermostatic radiator valve in the living room where the thermostat is located. This is a bit tricky because you can create a situation where the boiler will keep burning, but if you are careful and think about what you are doing it works (more or less).

Or did you already have a MAX! on the living room valve? because in that case it's easy.. You set the thermostat (in the living room) on say 20ºC and the Max! (also in the living room) on 18ºC. That way the room downstairs will stay around 18ºC - 19ºC and the boiler will keep burning allowing you to warm the rooms upstairs.
