How to interpret the modulation value

How should one interpret the modulation value. Looking at graphs like http://otgw.tclcode.com/otmonitor.html#graph and my own (http://people.apache.org/~dirkx/ot.png) - I am wondering what 0% modulation means. Does it perhaps mean not modulated at all - and 100% in effect means maximal reduction of the heat applied ?

From the logs I've seen, my understanding is that a modulation value of 0% indicates to the boiler to burn as low as possible and 100% is: Burn at maximum capacity.

The specs also indicate: "The default value in the slave device should be 100% (i.e. no throttling back of the capacity)."
