My waterpump (230V AC) is not running anymore - by turning it on the motor will turn just 10-20degree and stop with some humming sound ...
i tested the capacitor 12microFarad with an analog Ohm meter - resistance is zero - the needle should show a different behavior ... likely this will be the problem and have to replace this condensator ....
or anything else ??

Re: electric motor problem ...
Your assumption sounds very correct, test it by when applying power give it a swing (start it manually) if you can get to the axel.

Re: electric motor problem ...
What kind of pump is this?
Could also be a problem id the pump is nor running regular.
I have sometimes the same problem with my Floor heating pump (oxidation), then I use a small hammer to give the pump a small go with a pat on the head
Now I have an event that runs the pump every now and then.
Could this be your problem also....perhaps?

for floorheating it is best practice to run motor regulary to avoid accumulation of dirt, and clocking (verstopping), in the pipes.

I had the same problem with my Compressor. First suspect was the Condensator, but it turned out to be a wire which got loose.
Replaced all the wiring (special heat resistent wire) and works like a charm again.

Re: electric motor problem ...
Indeed it was a faulty capacitor - so replacing it and the pump is working it can be easy testing with an analog AVO meter ..... using it as an Ohm meter the needle will swing to low resistance and then comes back to high value .....
