After some debugging of the Micasaverde support team to get the Merten 506244 two button controller (4 channels) working with Vera, here is the final verdict:
When you add the Merten controller here is the information frame we get:

this means the Merten supports these command classes: 0x72,0x86,0x70,0x85,0x8e

ZWave supports 2 ways of transferring scenes into a scene controller.
First is with the COMMAND_CLASS_CONTROLLER_REPLICATION command class,
which is done at the time of inclusion. This is command class 0x21,
which you can see the Merten does not support. The second way is with
the command class COMMAND_CLASS_SCENE_CONTROLLER_CONF which is 0x2D.
You can see that the Merten does not support this command class
either. So whatever method the Merten supports for transferring
scenes into the controller it is not something that is Z-Wave
compliant. I think the Merten device is perhaps not really a Z-Wave
scene controller, but rather a proprietary, closed system that uses
Z-Wave chips. If Merten can explain how they support transferring
scenes into the controller, and this is something officially supported
by Zensys/Z-Wave, we will be happy to add support for it.
