PCB design help

I need a small PCB (ca. 35 cm2) and probably it will be a 4-layer.
I'm not experienced with PCB-design & pilot-production.
Small budget is available.
Location: The Netherlands
Any suggestions ?

i'm sure you can find many low volume pcb manufacturers in europe by searching a bit in google
