you can make the following change for now in the file /qmf/qml/apps/wastecollection/WastecollectionTile.qml :

replace the 7 lines :
visible: dimState ? (!app.wasteIconShow && !app.wasteIcon2Show) : true // only show in non-dim if no icons are shown

with
visible: !dimState


to go back to the ...

Now I can do some setting from my Toon if is my phone or tablet is not around

just tried this on the app, looking better indeed (not used your icons but the default Toon OnOffToggle element:
