A couple of years ago this device was on sale at Hornbach 15Euro it seems it was never commercial succesfull .... it was a matter of only attaching the water hose and batteries ... and ready to fire.

It can be easily build take a PIR with 230V output - connect it to a water valve ... either a 12V one using a trafo - or get one from an old washing machine which will operate at 230V take care of the isolation !
