You need electronics valves, they are not included and yes you can use it everywhere. I live in the Netherlands....

There was allready a semi automated sprinkler system in my house when I bought it...
I think every big garden shop will have sprinkler systems nowadays. From the top of my head, the valves must operate at 12volt...

In case you are going to France on holidays ... check the garden department at one of the Mr. Bricolage DHZ shops - likely one near a large shopping mall.... they have nice water valve 12V (?) price around euro 20,00 (?) ...... or check Gardena search voor Beregeningsventiel 24V - around euro 27,00 ...... and finally go for old laundry washing-machine and ripping out the 230V water inlet valve ...... but take care of isolation .... likely not worth the energy ... including a risk of some shocking experiences .....
